Not really. 'Ice' is the name commonly used for frozen water. By describing it as frozen ice water, you clarify what it is - in case of any doubt - and give the traditionally used name for it.
If you said frozen ice water in india or parts of africa, they wouldnt blink an eye.

yes, the frozen water part is fine, and the ice part is fine, but to put them in the order of, "frozen ice water", it isn't fine unless you are doing what I mentioned a few posts ago.
