The only situation where a worldwide football ban applies is when a player commits drug abuse or fails to report for a test. The bite happened playing for Uruguay, the ban should be for Uruguay alone. Suarez wasn't banned from playing for Uruguay whilst serving the previous suspension that were at club level either.

The offence,even though it's a third time,was nowhere near the scale of the filthy Keane creature trying to end Haarlands carreer.
