Malaga have already been disqualified from European competition due to FFP, and PSG and Man City are getting somewhat more than a small fine.
FFP doesn't come into play until you have qualified for Europe. Liverpool and Monaco don't need to worry until next year.

Liverpool would be screwed then according to Sky Sports along with Monaco. I heard that they will come under the FFP in October because I can assure you Monaco cannot turn a profit with the money they spent.
So if they have qualified, why have they no been blocked from Europe or fined?
EDIT: I read your link, and Monaco and Liverpool will not get their punishment until next year. They only look at the last 3 years so Liverpool will be safe by then unless they go nuts this summer.
