The great thing about "ITK" is that absolutely anyone can be it! No special skills or actual knowledge are required, merely a modicum of common sense and the ability to state things that are not immediately disprovable.
The "zeroth rule" of ITK is that there must be some vagueness in the claim. Something that is very precise will surely betray who the source is (so a decent ITK won't divulge it) .
Yes, vagueness is a powerful and necessary weapon in the ITK's armoury. As is preying on fans' desires. A good ITK would, for example, know that it would be pointless to suggest that we, Spurs, are on the verge of signing Suarez, because (a) we couldn't afford him, (b) most people would expect him to move to a club that has CL football and the promise of future CL football, and (c) most people would not believe that 'Pool would sell him to us. That would be bad ITK. However, to say that we are on the verge of, say, re-signing Darren Bent would be good ITK, because (a) there is a past connection with the club, (b) it is commonly known that we desperately need a striker, (c) Bent is 5hite enough to be a realistic target for us, (d) Bent is 5hite enough to be tempted to join us, it being unlikely that a bigger club would ever want to sign him, and (e) Bent is a mercenary. For the ITK who also gets off on creating controversy, "Bent to Spurs" is a great story. The vagueness would be apparent in how the ITK came by this story. A favourite statement is, "a very good friend's wife is Bent's girlfriend's hair-stylist, etc..." or "my cousin knows the ground-keeper, etc."
My favourites are "my mate works at Heathrow and he's just seen Lewandowski going through arrivals" or "i'm an estate agent and i a had call from Wayne rooney's agent saying he wanted to look at property in London"
