The Paralympics started in Toronto 37 years ago but that doesn't make sense given the other clues.

Alternatively could it be the Toronto International Film Festival?

:emoticon-0111-blush Sorry Barry, an OK idea badly executed. In my rush before leaving for work I scanned the book for the first word and missed 'nearly' at the bottom of the page.
