Luiz will 100% play, so will Hazard and Lukaku should feature in most matches.
IMO there is no real interest in Rooney. Tactical bid to unsettle a potential challenger and rattle an inexperienced manager out of his depth at this level.

Why bid £50m for a player that isn't world class? History has proven that when you have an unsettled player in your team, it affects the rest of the squad. Look no further than Everton 08/09 & Arsenal/Spurs 11/12 all of whom early season preparations were entirely messed up because of it. That said, Moyes has less leverage than he did at Everton and Redknapp/Wenger at Spurs and Arsenal respectively so he can ill afford to get off to the kind of starts they had.
