It's all about player development though isn't it ?? All the players who have gone out on loan today, deserve this opportunity to show the club just how much they have improved over the past 8 months.
As for the timing, this is normal for Spurs for these last few weeks, a policy adopted by both past and current regimes. Further down the 'system', in the Academy, the youngsters who have shown the most progression this season are being 'rewarded' with involvement and playing time with the next age group. At the same time, it does put the youngster under more pressure as they know they're being closely monitored. I often wonder how they cope with this regimented process, but it's all part of becoming a professional footballer.
And so it also is for Luongo, Parrett, Miles etc. It's not with a view to going anywhere permanently, it's to be able to gather more info on their level of progress this year at the end of the season.
I'd imagine there's not much more they can learn or prove at under 21s either, they've all shown they can perform at that level and some of them are probably above that too. If they don't learn anything from the short loan spell they could still return having proven that they're able to play at that level.
It's good to hear you say that these loans are seen as a reward, I always worry that youngsters see having to move away to an unglamorous club/town in the Football League and don't see it as the opportunity they should.

Up until yesterday, Jonathan Miles was our 3rd choice keeper. The approach from Dagenham was late and unexpected, but once it went through, it was essential we recalled Jordan Archer.
