Oddly enough, it's quite unlikely - there are no notable people named Hitachi in Japanese history (unlike, say, Toyota or Suzuki), whilst it's also unlikely that people would be named after the Hitachi province (like people are named after Nagano, Chiba, Miyagi etc) as that became part of the Ibaraki Prefecture in the 1870s.
