It appears so. I totally agree with what you're saying, I think it's quite damning of the loss of interest in the FA Cup that people just want to watch Manchester United and wouldn't care so much about what could be potentially a better tie involving less fashionable tie. It's a shame because there's still plenty of excitement and enthusiasm for the Fa Cup in the lower leagues but the broadcasters only care if they're drawn against United(or Liverpool) and they've got a part time roofer who's a fan of United that they can do a piece on.

I also think its the case that more neutrals will want to watch United in the hope of seeing them knocked out, its probably fair to say the minimum figure that would watch United would still exceed the example game you used, tv companies who are only interested in viewing figures know that, so do advertisers, and its not likely to change.
