Can't see any spitting in any clip of it. Looks like he calls him something pretty offensive, which he'd get banned for anyway, but not for 11 matches.
Worse than racially abusing an opponent, apparently... <whistle>
 
Sometimes talking aggressively can result in saliva being shot out of your mouth.

Slobodan Rajkovic, one of our ex-players, got banned by FIFA for a whole year for spitting at a referee whilst playing for Serbia at the Beijing Olympics. The ban included both club and international football. He appealed and got it overturned for club football at least. He was 19 years old at the time.

In some countries it is, spitting at someone is the most offensive thing you can do.
 
He looks like he shouted something explosive and spittle may have come out, no way what I'd call spitting. Also he is accused of making hand gestures indicating the referee is gay. All I can see the the Universal sign for you are blind Ref pointing at his own eyes. Mireles said he called the ref a coward. Based on how Raul has been reported I'd say that was fair comment.
 
I could accept his behaviour if the referee was Mark Clatteberg, but as its not , he deserves his punishment!
