True, but wouldn't it be nice if we could have neither of those options? Maybe I'm being too optimistic.
How about an elected consul, replaced every year; giving way, after civil war, to an Emperor? Or a National Assembly overthowing the monarchy, instituting a reign of terror, and giving way to an Emperor? Or a General Secretary or President backed by a politburo? Or a military dictatorship? Or an insane theocracy? We could copy the Athenians and go for direct democracy- not sure the EU would favour that! Don't mention the "R" word. A contitutional monarchy fronting an imperfect democracy, doesn't seem so bad. Needs a bit of tinkering. (I'm not a Royalist, by the way).
