Getting back to the actual queston;
I think the FA are just making sure they don't paint themselves into a corner in case Redknapp turns them down and O'Neill would be a fairly popular choice and as a fantastic man-manager would probably be a very good choice.
I don't believe he would accept but I do believe he would be FA's 2nd choice. One thing the court case has done is to really make Redknapp realise how well supported he was by Spurs owners and fans... something that was not true for most of the rest of England supporters who almost universally took the piss. And while I think in the summer he might have accepted if it comes up now I don't think he will.
If Redknapp did take the job do you think there's any chance Pardew might be tempted to return to London if Spurs wanted him? (Personally I don't think they would be after him and I would expect they would go for a 'glamour' signing like Mourinho)
