I take it you have got full access to the clubs accounts! It seems to me you are juggling figures in your head. I’m sure Acun will have a plan with his team to avoid any punishment by the EFL/PL especially after the transfer embargo’s of last season. Your posts always seem to have a negative influence. Let’s just see what happens in this transfer window period.

Bit of both. But ideally we know who we want and are not relying on someone having 3 good games and then sinking like a stone to mediocrity.
Hard to say, there's nothing stopping us signing players now (even these PSR issues) as contracts could be valid from 1 July, e.g. Southampton have already announced a few signings. No reason Joff couldn't be announced reasonably soon.
I'm curious about all these new deals we're offering players too. Sounds like we're very busy on a number of fronts so they may need another week or so to start getting things announced.
Pope would be an excellent signing imho, dont know anything about the Italian lb, but they do have a good rep defensively, as for Wilson .... nah, not the player he was.

A lot of recency bias there to be fair. He was very highly rated/sought after 12 months ago, and it's only because Xhaka replaced him that he didn't play for Sunderland last season.
I'd take him if he was a third CM signing, mainly because he's free.
Was he? Why didn’t Sunderland sell him last summer then considering he only had a year left on his contract? If he was so highly-rated and other clubs wanted him last summer, Sunderland would’ve sold him to avoid losing him on a free transfer.
