As someone with long hair, I can see where they are coming from with violent conduct.

If you grab long hair, it quickly alters the centre of balance and the person is likely to stumble and or fall. It's a known tactic by violent men which is why women are told to tuck long hair down the back of their clothes when they are walking and potentially vulnerable to an attack.

Like everything, it's open to interpretation. Accidentally catching hair is different to a deliberate pull.
