Only reason I know this is because I've just seen someone do it elsewhere.
It looks to me they've just not embedded the link properly, or it is copyright so might be trying to stop them uploading it and leaves a weblink instead.

To add a bit more to this, I just tried to visit the BBC Weather website and it did exactly what rooch had shown, that will be my VPN that caused that. It let me in second try so I didn;t have to pause it.As well as cookies, I'd probably try clearing your cache as well, but only clear it for this specific site, otherwise it will clear all your banking details and other website log-ins, which can be a pain in the butt.
Best to google how to do that so it relates to the type of device are are using ie android, apple, lap top etc. but remember only clear for a specific website, cookies and cache.
Also if you have a VPN that can sometimes slow things down and cause other issues. So I'd say pause any VPN for 5 mins, which is what I do with Nord if I have a random issue, proceed to the site not606, then unpause the VPN.
