Removing a shirt in football is banned (results in a yellow card) primarily to prevent excessive time-wasting, avoid offensive displays (cultural/political/personal messages), stop sponsor-hiding, and maintain order/decorum as it's deemed "unsportsmanlike" behavior, a rule formalized by IFAB in 2004. It's considered an "excessive celebration" that disrupts the game's flow and can provoke opponents.

So how come all Man City players aren't booked for taking 10 minutes to congregate at the corner flag, at a snails pace every time they score a goal.

Agreed. Annoys me. Norwich players were demanding the full-back miles away come and join the little celebration huddle as it would delay the restart that bit more. There was nothing wrong with a stiff handshake and everyone back for the kick-off.
