all joking aside, they appear to have a decent youth setup and it would be a great project for a young manager to look at 3-5 years.
But they look to be ran by a maniac who wants a big name.
Lesta would be better off letting a young manager develop a younger team and trying to build something like you say over the next 3-5 years.
I think they want to try and bounce straight back into the PL, but Gerrard isn't the man for that and even if he managed to get them promoted, they'd sink like a stone again.

...although I do have a bit of an inside track on the Ruud van Nasalspray situation...
... apparently he's currently back in the Netherlands in a bit of a strop due to a lack of communication from the club hierarchy on his future etc - frankly can't blame him because that's a bit classless IMHO ... almost feels like we're hoping that if we can piss him off enough he might just resign and we can therefore avoid paying him any compensation ... which, of course, will also help financially in terms of the salary negotiations with Jurgen Klopp...
