I didn't really know much about Vance, but I've taken an immediate dislike to him.

Joking aside... the way Russia was heading pre-Putin it probably would have been a great addition to the EU. It looked like it was heading for democracy and westernization. Russia could have been a peaceful, prosperous nation and ally if it didn't get hijacked by Putin. There's still hope after Putin is gone... one-day.
The whole idea of the European Union at it's conception was ending wars in Europe... what better way than getting the last power on the continent to join. As an EU citizen myself (not that I've spent more than a week in Hungary in my life), I would welcome Russia to the fold if it managed to become a legitimate democracy.
