Excellent news, the Premier league has basically failed to get it's new awful set of anti competition rules through. The City APT case could potentially ruin the cartel.
Yes, the current set of rules is in place, and they delay reported is purely down to cities pending APT case. Saying it's delayed isn't a lie, but the other way of reporting this, would be to say the entire set of rules is under threat.

The outcome of the first APT case will come before then, and if the full verdict rules they're unlawful and void (cities aim) then it's over.. Whatever other rules they come up with are meaningless. Newcastle can simply bulldozer it with sponsorships. The ruling is going to be a game changer either way. The result is due any time now.
But UEFA won’t be directly affected, I would guess. As this will just be based on English law and not European/International law UEFA could possibly just try to ride it out.
The PSR rules would be in place still, in line with eufa and they'd be revenue based, however Newcastle would be free to increase their revenue massively almost overnight. If the entire concept behind APT sponsorship restrictions is ruled unlawful, it's game over for the red cartel.
It really wouldn't matter The plan was to bring in SCR, but the reason they haven't is because they've realised that if they vote the new rules in, and then APT is removed, the new rules wouldn't stop Newcastle, villa, Forest or Everton. Essentially they now have to wait and see what the full verdict is, and if City win there's nothing to stop the club's mentioned increasing revenues and falling within the SCR regulations without punishment. If anything this makes it clear to anyone with half a brain that the objective has absolutely nothing to do with sustainability and is aimed exclusively at maintaining the status quo. The media reports a simple delay, which has come from the PL, however the truth is that the PLs plan to strangle certain clubs has been foiled and the order of English football is under serious threat. They're now scurrying around trying to figure out what to do if city win, but they are playing it all down.
