I think you mean xenophobia here but hate speech can indeed be a crime. If they were to prosecute in a situation like this you'd have to hope they don't start turning up at Anfield (or any stadium in the country) and listening to what the fans say about the opposition or we'll need to double the number of prisons.

I reckon as part of his punishment, he should referee all future Liverpool games, starting from this Sunday.
