For all we know they don't want to waste an amount because they want to put it towards a far far superior player next year.

Look mate I understand everyone wants signings and I do to, but they decided which players they wanted based on all the information they have and when they couldn't get then they decided not to bother.
They don't want to settle for players and potentially cost the club long-term.
