I will agree as much as to say I think a fine or something is probably enough in this case. I don’t think any sane person thinks Gas the Jews is funny and therefore defending it as a joke sounds like when someone is caught bullying someone and says ‘it was just a joke’.This is a ridiculous response. If you want an analysis of the video I'll give it a whirl, although it's years since I saw it and I don't remember it that well. I think the dog was initially saluting to "Heil Hitler" or "Sieg heil" or something and that was silly enough that it was somewhat amusing. Those phrases also made sense because they're directly linked to the salute and we're all used to jokes around that salute and those phrases. Saying "Gas the jews" doesn't work as well logically because there's no real link to the salute and it's too close to the bone, a reminder of something that isn't funny at all. So as a joke that bit doesn't work.
But the idea this should lead to a criminal conviction is nonsense.

Free speech is essential because in order to think/speak, you have to take a risk that you could be offending someone. There is no way around this fact. No matter how mundane a sentence is, someone could interpret it offensively.
As long as someone isn’t directly threatening violence, it shouldn’t be a crime. Simple.
