This is not conspiracy theory, these are serious policy proposals by people who have been advisers to Trump in the past and who would take up senior positions in the next Trump government. Trump is distancing himself from it at this stage, but that's most likely to avoid difficult questions. The people behind the proposals are unconcerned by Trump's current apparent coolness to them because they know that he is highly likely to be on board once back in the White House.
The manifesto is not a conspiracy theory, there’s nothing secret about it. Your interpretation of what could happen is conjecture though (at the moment). Most of the BBC summary would seem in line with hard core social (as opposed to fiscal) Republican Conservatism. If they win the Presidency and both houses of the legislature surely it’s their prerogative to implement their (hideous) programme? Just like Labour has carte blanche to get more radical with its giant majority (in seats, not votes), even though it didn’t tell us it would get radical at all pre election.
