Part of the rationale for that is the fact that the UK had a strong history of Occupational Pensions - that was until Gordon Brown did his tax raid on Pension Schemes by removing ‘ACT relief’, and this unequivocally lead to the demise of Defined Benefit Pension Schemes. That move literally ‘robbed’ £billions from Pension Schemes.
I wonder what Rachel Reeves will be remembered for - the demise of ‘Middle Class’ Private Schools?

I'm getting taxed to **** now on my pensions and little part time job.
This is the thing that pisses me off the most about taxation. You pay tax all your working life on what you earn and then you're paying tax AGAIN because you already paid tax on the money that went into your pension. Bandits.
