Scousers aren’t a race – but mocking them would probably fall under territorial nationalism – mocking people on benefits is classism. Neither of those examples are fine.
Anybody or anything you can mock in your world?

Any of those examples would still be racist.
Probably anything to do with England or Great Britain
No it's not. And it's not specifically or even mainly aimed at Pakistanis!! Afghanistan, Kurdistan, ......!!!
Mocking people of Middle Eastern origin (given most of the -istan countries are from there) is inherently racist. To add on the fact that they struggle to speak English is the typical tropes you see alongside it is also racist.
You can try jump round the fact it isn’t by stating it’s not aimed at a particular country but that not how it works.
If you want try make that joke in front of those respective people and see how it goes?
But we all know exactly what he meant. To be fair there are a number of countries that and in "istan" - not just Pakistan. There is Afganistan, Khurdistan, + Turkmanistan
who is allowed to be mocked though

The term he used was "Springbankistan" which is more of a comment on the ghetto-isation of part of our City by the Council, who tend to house all people from overseas in one area (happens in every city), rather than being a racist insult directed at the people themselves.
So Helensburgh in Scotland near Glasgow is heavy with English...the Scots called it little England...is that racist? It’s racist because it’s using references to Pakistan and Pakistani people in a derogatory way.
If you genuinely don’t see how it’s racist you need to be asking yourself some serious questions.
A good sense of humour punches up, not down.
