and the data suggests VAR hasnt changed much in overall numbers, for all the extra offences, many penalties are also overturned that wouldnt have been before VAR

VAR has brought about a major change in the number of penalties awarded. However, the incidence is not as high as it was before VAR, not because the tool is not helping to call more penalties but because it also helps in situations that may have been called before and are now overturned once they are reviewed.

You’re doing well if you can get 2/1, var killed that market.

In terms of the stats var might not have changed much, but it definitely changed how the bookies price that market.
