That is precisely the opposite of what they said, actually. Rather, the justification given is that it requires further clinical research, because the public consultation (for which the vast majority of the response was from people who had no direct stakes in trans health care) was extremely polarized. Note that they didn't suggest the discontinuation of treatment for anyone currently taking them:

So now the NHS is doing their own clinical study. And if it shows the same thing as every clinical study to date (overwhelmingly positive outcomes), their use will be reinstated. But at least the existence of some children will have been made worse for a year or two along the way.
