The fact he's better than Burn in many areas and he's only young. The world won't end this season and Hall is being developed just like Anderson and Miley. Let's not pretend Miley would have had so many starts if the entire midfield wasn't decimated by injury. 28 million is nowt for a top prospect mate Gordon was 50 at 21 and most people said we'd been ripped off. Ultimately the key aspect is that Hall is a youth player and has things that need developing.
In a year or so, he might be a regular. I think Howe is just slowly blending the young players in. Miley was accelerated due to necessity of players being out, but everyone else he typically brings in slowly to ensure they transition. That said, Hall is an odd one. I would have expected to have seen more of him when we had 11+ players missing.
