Don't know the exact details of this case as I've only just watched the bbc news at 1 (that's a whole thread in itself regarding the journalism provided by our bbc). The reason for the strip was due to the vunerable child threatening to hang herself with her clothes. Where's the social counselling and support for these children?
The problem is weather there able bodied suffer mental Heath or any medical condition
They have to be protected and looked after by the staff
If some one is hell bent on trying to kill them selves it’s very difficult to stop them
However full 24 hour suppervision is required
If they make an attempt to take there own lives you have to intervene and do everything possible and that regularly
Means strips search and locate in a safer environment
Under no circumstances is this an over used option
I was working inside Franklands last year and got patted down by two females, I wasn’t strip searched despite my protestations

Were they not able to supervise her until female staff arrived?
Males can be searched by males or females, females by females only, thought we were all supposed to be be equal
Protesting at being searched by women or protesting at not being strip searched by women?
