Is it perm or loan though? If loan it makes no difference, he wouldn't be able to play for us and he doesn't get in their team atm.
It would just be a loan, so he couldn't play against them anyway, but I guess they could still be holding out. Sounds like Juventus dropped out because of the financial demands from City, so perhaps we are wavering too if it eats up our FFP leeway.
