for me it should be does it stop the ball or change its direction to the detriment of attacking team
So if ball flying into row z and hits arm no pen
If going in - pen

 

His arm was out, but it was in a 'natural position' for a lunge and a bit too close for me. Linesman gave it though, and there wasn't a 'clear and obvious' error, so no VAR.
