partly, yes. But even without the bad PR that does require a fix, the Saudi’s have to quickly shift from an oil based economy (in what will soon be a carbon neutral world economy) to something else; akin to what Dubai have done with a parcel of sand but on a much bigger scale. Their plans are off the scale tbh and will be an interesting watch over the next 20 or 30 years, because to achieve what they want to achieve, they will have to become more liberal on a mountain of topics.
They do have to change their economic model, but football teams are very rarely a profitable venture. They're not going to get back the money they're putting into it. The main reason China stopped doing what SA is doing is that all the money ended up flowing out of the country to the pocket of already rich foreigners. Rather than boosting their economy, like they hoped, it was losing money faster.
