Look at juve. got done for making up numbers. given a penalty, appealed. Penalty reduced to evel to keep them in the CL. In effect no punishment at all.
If chelsea can cheat to buy 20 players, get one penalty that affects nothing and laugh as their doped team sweeps the lot for years after then FFP is useless.
