We do and we don't In terms of developing young talent from other leagues, we do as Sonny, Eriksen and various others - although Ndombele has seen that trend slam into reverse, and there's no denying we've bungled Bryan Gil and, before him, Juan Foyth In terms of developing young talent from lower leagues, not since the era if Walker and Dele - though it does have to be said that's also the profile of player we seem to have stopped signing altogether since Sessegnon and Clarke were signed in the summer if 2019, outside of academy signings like Sayers or Lankshear
We've gotten just about everything wrong with transfers over the last 5 or so years, whether it be young players to (not) develop or paying big bucks for people we'd hope would be key signings that have been monumental flops. Add in failure to shift deadwood too, it's been a bit **** to say the least. Bentancur and to a lesser extent, Kulu and Romero, have been the only few positives. Porro might be one in time though, as despite his defensive weaknesses he's bloody good to watch going forward.
Sonny and Eriksen were playing regularly in elite leagues for years before joining us and were also regulars at senior international level. We've bungled pretty much everyone since Dele. He was the last player we signed from a significantly lower league, taking a punt when others hesitated, and reaped more than our reward for doing so. That was seven years ago.
Neither were remotely near being considered elite talents, though, as Eriksen was our backup plan when Willian snuck off to Chelsea while Sonny was a raw talent when he signed in much the same way Bryan is now (or Bergwijn was 2-3 years ago) The key difference is that Sonny got regular playing time to become the player he is, which is not what we gave Bergwijn or Foyth and haven't given Bryan or Tanganga, and that’s why we aren't developing players This goes down to our academy, too, as for years we only loaned players we only saw as potential sellable assets like Connor Ogilvie yet the ones we thought could step up like Edwards et al never got off the training pitch until their agents had to demand loans
They're supposedly shifting Cancelo and Laporte, as well. That would sort our defence in one go, honestly.

Barella is phenomenal and it would be a hell of a coup if you got him. I’m not sure it’ll happen for you, he’s got a long contract and I haven’t seen anything about him wanting to leave Italy. But he’s a player I was wanting us to get when he was at Cagliari. As for Spurs we obviously need a refit across the board. Raya is looking like he’ll be the goalkeeper, think he’s a very good keeper and if we can get him for more like 30m I think that’s decent business in today’s market. We need probably 2 or 3 CBs, at least one needs to be left footed or comfortable playing on that side. Midfield needs a big reshuffle. I like Maddison but slightly concerned about his injury record. A lot of fans like Alex Scott at Bristol, very talented youngster and a Spurs fan himself, which is always nice. Hatate at Celtic too. We probably have more players suited to playing at the base of midfield than we do viable options at 8 so I’d expect more recruitment there. Then forwards, assuming no outgoings, we probably need a backup winger, preferably one who can play either side. Obviously if Kane goes that changes everything but it’s not looking likely right now. Expectations for next season completely depend on our recruitment. Of the teams above us I can see Newcastle, Villa and Brighton struggling with European football unless they add significant depth. While not being in Europe at all sucks for us it will allow us to hopefully manage the squad a little better and will give Ange more time on the training ground over the season to work with the players, which will be badly needed. We’re going through a massive shift in style of football and I think it’s fair to say we all expect a big transition in the squad too. Ultimately if we get top 6 and the playing style is much improved then I think it’s progress in the right direction. Even though I think the teams I mentioned might struggle in the league, it’s a big ask to jump straight back to top 4. Cups are a lottery but obviously we all want to win one.

That might make somebody who did that look like a clueless numpty with a serious inferiority complex...
I'd have to agree barella seems a stretch unless Newcastle offer 70 plus. It reminds me of the Maddison story which never materialised and we ended up signing isak out of nowhere. Tottenham having avoided Europe will see the benefits of it like Newcastle did last season. You're very troubled I know because unfortunately you've failed to see a reasonable post unlike your fellow poster who's provided a very considered response. Type munse in the search bar and you'll see the inaccuracy in your claim. Anyway for what it's worth I think Newcastle will land a big name or two, but this Barella story seems a bit strange to me. Newcastle tend to just announce the big signings and the only exception to that was Botman who the Italian press insisted was only interested in Milan.
There's nothing sadder than saying you search for your own name Anyway, when it comes to Barella, in the past he has said he won't leave Italy - and it has to be said a lot of top Italian players tend to stay in Serie A with the obvious exceptions being Verratti and Donnarumma at PSG, albeit the latter would've been lynched if he stayed in Serie A given that would have likely meant he signed for Inter or Juve as a free agent
