Confidential/anonymous survey information indicates that 5 in 6 women and 4 in 5 men who are victims of rape/sexual assault do not report it to the police.

There were 70,633 reports of rape to the police in the year to September 2022.

In the same period charges were brought in 2,616 cases. About 70% of these end up in a conviction.

So, unless you believe the vast majority of perceived rapes/sexual assaults and those which are reported are fake, and only the statistics on prosecutions are valid, the statistics on ethnicity (which it seems is only recorded in a tiny minority of the potential number of cases) or anything else are hopelessly inadequate due to the enormous mismatch between (possible) incidence and investigation.

The ethnicity of the last grooming and abusing group was clearly stated.....

My shock was how many were women..
I am completely shocked by this...
Yes I know some women can be b*stards too, but that sort of crime I just can't get my head round. Which is why Myra Hindley and Rose West were so hated.

Obviously I have my head in the sand over that issue

They are not reporting the details of the West Midlands case, apart from saying it was awful, and involved under 12 year olds. Obviously it’s a big story round here but there is little to report other than the names and punishments of the guilty.

Took them six years to investigate, after doctors raised the alarm when one of the victims went to hospital, you can only hope the abuse stopped during that period. Might not be grooming, might be their own family members. Kind of thing I don’t want to think about.

Yeah I would agree, if you didn’t realise that women also can be responsible for the most vile neglect and abuse of children then you really did have your head in the sand.

See my first paragraph. But no detail of the offences, for which I am grateful.

I just cannot imagine how any woman could allow this to happen to a child, neglect grooming, sexual attacks. The whole concept fills me a repulsion I cannot even explain.

That to me is the ultimate and these women should be sent to the inner circles of hell

Sadly I’ve come face to face with situations where people, both men and women, can treat small children with the most appalling cruelty and neglect.
To this day I will never forget and it still make me cry, and probably part of the reason why my MH is always in a fragile place.

I can so understand that Stainsy. I could not do your job at all.....yes I could ( after training obviously) the more physical bits...but I could not deal with the mental and social parts at all

I am currently looking after my granddaughters and their vulnerability, needs and trust leaves me in tears, when I hear of any of these stories.

I just cannot believe how anyone can do that.

My heart goes out to you...and your colleagues...going to give my girls a cuddle.

It’s that beautiful time of year when people with the power to make sure the country’s most impoverished kids don’t die of starvation and chose not to post a picture of themselves donating ten Easter Eggs to a foodbank.

HS2 needs a major rethink, says contractor chief
Boris Johnson failed to properly scrutinise data before giving project green light, Jacobs boss suggests

    ByOliver Gill, CHIEF BUSINESS CORRESPONDENT8 April 2023 • 7:00pm
HS2 needs a major rethink in the wake of revelations it will blow its budget, according to the chief executive of one of its biggest contractors.

Bob Pragada, head of Fortune 500 engineering consultancy Jacobs, suggested Boris Johnson failed to properly scrutinise data on travelling patterns and demand before he greenlit the controversial train line.

He said that now is the time to pause and properly analyse this data before deciding which parts of the project should be prioritised.

The call for more detailed analysis comes after Mark Harper, the Transport Secretary, announced last month that HS2 would be pared back and delayed to combat the soaring cost of Europe’s biggest building project.

Mr Pragada's comments drew praise from Lord Tony Berkeley, the Labour peer who served as deputy chairman of the Oakervee Review on deciding whether or not to go ahead with HS2, and Sir John Armitt, chairman of the National Infrastructure Commission.

Officials are scrambling to find new ways to avoid blowing HS2’s budget, which at one point officially hit £98bn. Cuts already announced include only running services to outer London, rather than central, in the initial stage of the project.

Mr Pragada admitted he was “not close enough to the inner workings of Parliament, and how those decisions are made”, but said it appeared that “the use of data in order to optimise sometimes is happening after the decision, or the debate, the political debate”.

“The Government is reaching out to the supplier community, the consultancy community,” he said.

“Right now the debate is around [the fact that] these are expensive programmes, and they will have an impact on the UK balance sheet.

“How do we optimise that? I think what HS2 and others are doing in order to say: ‘Okay, how do we start to optimise that finite amount of capital in order to get more.’”

Mr Pragada suggested the process be flipped on its head, with data driven decision making on how much to spend rather than simply trying to get as much out of the budget as possible.

“What if we were to turn it [around] and get some analysis that can drive the decision-making process?”

“The sizing of that line, the distance of that line, the mechanics of where the stations go, and the frequency of the use and all those types of things – data can really help with that.”

The American executive’s remarks drew cautious praise from the Government’s infrastructure adviser.

Sir John Armitt said: “Reviewing the latest data on transport trends is vital during the development stage of the project, and can help guide decisions about later enhancements.

“But you can’t avoid hard decision points at which stage you commit to core elements of a project, to give certainty to contractors, investors and communities affected by schemes.

“We’ve reached that point with the phases of HS2 from central London to Manchester, and we now just need to get on and deliver it.”

Lord Berkeley said: “He [Mr Pragada] is absolutely right. We couldn’t get any demand forecasts out of the Department for Transport when we were doing the Oakervee Review.

“He has done everybody a great service by questioning it. My understanding is that many of the other contractors are very concerned because they want to make money and build the thing - but they want to make sure it is the right thing that they are building.”

    HS2 declined to comment.

A DfT spokeman said: “HS2 continues to represent a crucial investment into our national infrastructure, levelling up communities right across our country, providing a net-zero alternative to car travel and domestic flights, increasing capacity on our rail network and training a skilled workforce for the UK’s future construction industry.
