It's using "Global Human Rights Sanctions Regulations 2020." They're just following the existing UK sanctions list and saying "those people can't buy a club." But based on those sanctions... they already can't buy a football club in England anyway. Like nothing here would stop Qatari's from buying Man Utd and they're also accused of Human Right's abuses.

That's the biggest joke No state can have a direct hand in running a club, but the City owner is a royal and a deputy prime minister.
