It does have to be said that French clubs have been doing this for a while too due to Ligue 1's FFP rules, for example Lille signing Jonathan David to a five year contract in the summer of 2020 so it breaks down to €6m a year
A lot of financial regulation (such as tax law) is reactive rather than proactive (the latter has higher costs - "war gaming" etc - for scenarios that may never occur) . So in that regard I would not chastise UEFA too badly. It would be interesting to see the data analytics on this though (what has been their historical contract period spread, how does it compare to those of the PL - in general and particular clubs) .
Five year contracts have been normal for ages. In fact, UEFA's new rule caps payment plans to a five year spread. Chelsea have been pushing 7,8 and even 9 years. Because they are a steaming pile of horse manure.

There's definitely some jiggery pokery about that doing the rounds elsewhere, for example Jan Oblak is six months into a six year contract...which is also the reason they're keen to offload him, as their early CL exit is making that contract unsustainable
