He tells the lino to put his flag up. He's in absolutely no position to do so.
The assistant isn't supposed to put his flag up until the goal is scored though. I imagine he alerts the ref by saying he has spotted an offside and then puts the flag up when the ref permits. It remains nothing to do with Mike Dean (unusually)

He's supposed to put his flag up to alert the referee. He doesn't.

Potter could well find himself in danger of being dismissed.

When it was obvious that he was off to Chelsea, my view was that it wasn't the right club for him. There's a complete culture change going on there, with a new owner, board and a high player turnover. In his first top job, that's not helpful.

I still think that he'd be a blinding Spurs coach.

To be fair to Potter, Chelsea basically have a whole team out.
Mendy, James, Fofana, Chilwell, Kante, Leftarse-Cheek, Sterling, Pulisic and Broja.
One more centre-half and that'd be a functional XI.

Yes, but their transfer spend is immense and their academy is also stocked with talent, also assembled at huge cost. They're 10th in the PL, behind Brentford, Fulham and Brighton, and 10 points behind 4th place.

I doubt he'll be unemployed long, if he does get the sack.
His next job could be extremely important for his career in that situation, though.
Struggling with an Everton or a West Ham could hurt him badly.
