I'm not sure a ready made top team would suit Klopp. He likes to build up a club that's been failing and take them all the way to nearly winning league titles. He hasn't got what it takes to dominate at the top of a league.
It's easier to go into a club and tell the owners the team needs major surgery, not so easy to tell them (specially Yanks) that a team that has finished in the top 2 for 4 years on the trot needs a full overhaul.
