It really isn't, lack of investment has been endemic since I started work - regardless of party. As the old saying goes - "there's no votes in drains". You're only aware of the situation now due to a sudden desire to politicise it and use it a stick to beat the incumbent government. Frankly, Govt shouldn't be involved in any infrastructure - each Govt (regardless of party) is too short term for meaningful planning. Hence delays on projects like Crossrail due to flip flopping by consecutive governments - it's a bit like having CC in charge .....
I've worked various Governments over the last 30 odd years and its a ****in joke. Talk about reinventing the wheel

This is why China argues Democracy is a pointless system. That opens a whole 'nother can of worms but, in the regards of managing infrastructure, it holds true. Perhaps if we had a King dictator he could put his fourth cousin in charge of the drains and theyd get fixed up.
