According to Fabrizio Romano, Arsenal have had personal terms agreed with Tielemans for months and will wait for January to sign him on a pre contract and get him for free in the summer.

English clubs can’t sign other English clubs players on pre-contract agreements. Leicester are probably at the point now where they’ll refuse to sell and lose him on a free I’d imagine. Not enough time to replace him now.
