He gave a candid interview recently admitting that the financial situation meant that he had to have a rethink on that ... but also that he would be quite happy to go into the season with the current squad as it is (note wording).
Obviously I'm not aware of what goes on in the inner workings of the club - but I certainly give more credence to what is said by those at the club than I do to so called 'experts' and journalists, many of who just rehash each other's speculative mug hooking strap lines... and they've certainly hooked a few!
Bottom line is that we won't be bringing in any new faces unless we make room in the squad ... but ... that doesn't mean selling key players that are seen as the future of the club, not unless the contract has run down like Tielemans.
I've said for a while that I wouldn't be surprised if Kaspar Schmeichel goes ... and Tielemans too now, if we get a bid around the £30 million mark ...
I don't see Maddison, Barnes or Fofana being sold ... just my view ... and if that rattles a few cages and triggers a few tantrums ... all the better.

Very much doubt you will get £30m for Tielemans with other clubs knowing your position .

They're genuinely deluded. It's a tag on them that is well deserved.
Teams like Aston Villa and West Ham have well outperformed them in the transfer window. Richest owners in the world though. That's what counts.
