I suspect the story is from a pro Liverpool base point where they are casting around for ways for them to raise funds and just making a random link based on the past loan here Perhaps he will be going for 17m but I would dearly hope it is not to use given he is not worth more than 10m and clearly not wanted. If it were reversed and we had a 10m player that we desperately wanted to keep and a bigger club comes in - that is when you pay more than the value. Not in this scenario
