If Rudiger was in an overseas league and did all of this, and was publicly angling for a move to the PL, I would immediately say he would be a "good fit" for Chelsea.

Not sure about that, I expect Chelsea to be back soon as strong as ever. You have played a lot of games this season and the ownership issue spreads uncertainty in the players. If Conte stays then I would expect a much stronger tougher Spurs next season but how strong is unknown right now. Chelsea on the other hand already have a very strong squad which at your best can be challenging for the title.
