For a difference in mentality vs that of Spurs,

games this season, watch them chew up their PL
opponents for the rest of the month.
They also had the benefit of two teams kicking lumps out of City in the last two matches.

Norbert was just as vocal about how terrible it was the PL was cutting from five to three subs, yet just like Fraudiola he never made more than three when he had the option to

West ham will play their reserves... the EL semi final is quite rightly their priority now

The reason most managers want 5 subs is so they can make tactical subs or rest players whilst still holding a couple back to cover for injuries.

I'd say that being 3-0 down at half time is reason to make a tactical sub, but Fraudiola disagreed as he brought on Mahrez in the 83rd minute and that was it

Coincidentally, Conte has suggested that the reason Ndombele and Lo Celso went out on loan in January was because when they started they removed tactical subs, as Ndombele needed to be placed in an iron lung after 60 minutes while Lo Celso started looking like somebody who only gets regular starts in an Argentina shirt by the 70th minute

I think that he shares PowerSpurs view on subs.
If you've picked the best team at the start, then replacing any of them will only make you worse.
Apologies to PS if I'm misstating his position.

The other thing is that he can't bring on a striker, as he doesn't have any.
He can try to solidify the side, as he did against Atletico, but he can't make attacking tactical changes.
He can swap wingers and possibly sacrifice defenders for midfielders, but that's about it.
