Look I can see its a crystal clear hand ball and deliberate but you.can also see there's "some doubt" with the sleeve line rule so that's enough excuse to not over turn the ref etc.

the centre of the ball is well below the short sleeve line. The ref and VAR have no excuse not to give a penalty.
