That defeats the whole object of the religion, if there are two forms of it. It's like this being labelled the official religion thread, but then there is another thread opened up as the official thread, just more moderate. It just defeats the whole objective.
All religion is open to interpretation. Some interpret it strictly and others are more moderate in their interpretation.

Difference being that under Islam certain essentials and necessities are provided by the state. No queues etc If it is insufficient or not provided the thief doesnt get punished
