Celtic as a club, have to follow SPFL rules no matter where they are. That means 'bubbling' as a team/squad even if Dubai let you socialise with others. Celtic players can't go to Portugal for example where drugs have been de - criminalised and all get on the lines just cause Portugal allow it. The SPFL would still apply their laws when they are back. If Celtic have broken the club bubble then of course the SPFL can punish then. Doesn't matter if they've done it in Motherwell or on the Moon.
