Absolutely ridiculous....an 8000 stadium is allowed to hold the same as a 70000 seater stadium, if they're in the same tier.
Why not just do it to 25% capacity first, then slowly ramp it up it stages.

25% is nowhere near 2m distance. I think there must be capacity limits on smaller venues too?
