no because the Civil Service is totally neutered with politicians interfering in promotions and appointing their own appointees to senior civil service positions ( but paying them vastly more than standard civil service pay ) plus using political advisors to in effect act in their stead .
I once had the misfortune to be in a teleconference with the then the most highly paid civil servant ( he head been recruited about 2 years earlier ) and he made Biden look fluent . It was so bad you could actually hear people laughing
